This organization began as a grass roots movement by concerned citizens seeing the need for a housing facility for youth other than the county jail. JCYS was incorporated in 1984 and found a location in 1987.

Jefferson County Youth Shelter exists to promote the well-being and healthy development of youth and families in a safe environment.
